Must be actively engaged in the ministry, either in evangelistic or pastoral work, before being recommended for licensing.
Must be thoroughly acquainted with the teachings and doctrines of the Church of God as set forth by the General Assembly.
Must successfully pass the examination given by a duly constituted Board of Examiners appointed for ministerial candidates.
Must have received the baptism of the Holy Ghost as evidenced by speaking in other tongues as the Spirit gives utterance.
Must be recommended for licensing by their local pastor and receive full approval from the State Overseer's office.
Must be active in ministry and required to pay tithes to the State/Regional Overseer and respective State Office to retain licensure.
Authorized to baptize converts and receive believers into church fellowship and membership
May solemnize the rites of matrimony where state laws recognize the Exhorter's ministerial credentials
Authorized to preach, conduct services, and engage in evangelistic and pastoral ministry
When serving as pastor, may exercise full pastoral responsibilities over the local congregation
The Exhorter may be promoted to the rank of Licensed Minister when deemed qualified by the State Overseer and other concerned authorities.
